韓国のIT事情
韓国は、IT先進国です。
1998年に就任した金大中大統領が、国の政策の軸にIT産業推進を据えたことにより、
アジアではどこよりも早くデジタル化が浸透することになりました。
家庭でのパソコン普及率は、80％を超えているとも言われ、携帯普及率と併せて、
まさに「デジタルなくして生きてはいけない」状態になっています。
韓国の場合、有料サイトや無料メールサービスのアカウント登録をする際、
必ず住民登録番号というものを提出します。
これは、韓国国民全員に割り当てられた番号であり、ネット上での活動が政府の
管理下でしっかり行われていることの表れともいえるでしょう。
一方で、韓国外に居住するユーザーにとっては、当然ながら相当不便な制度です。
私たち日本人が幾ら韓国語が堪能で、韓国語サイトのIDの必要性が出てきても、
登録が不可能というわけです。
そのため、この制度は徐々に見直しが進められています。
韓国では、ネット犯罪やネット依存に対する問題も早くから生まれていました。
完全にネット依存をし、ネットの中で生活しているような人々を
「ネチズン（ネットワークとシチズンの造語）」と呼ぶのですが、
パソコン導入が早かった分だけ、このネチズンの問題も早くから
取り上げられています。
IT技術の進歩に合わせて課題も多くなり、今後対策を講じるべき問題点への
早急な取り組みが求められているのが現状です。

Korean IT situation
South Korea is IT developed country.

When Japanese who are able to speak Korean fluently need the ID of the Korean website, it is not allowed to register for them.
Therefore, this system has been gradually put on review.
In South Korea, issues regarding cyber crime and Internet addiction were also found in an early age.
People who have Internet addictions and live their lives within the internet are called "netizen" (a term coined with the network and the citizen).
As the personal computer has been introduced in an early age, the issue regarding netizen also has been found in an early age.
As IT technology has developed, now it is required to take measures for issues urgently.
